In addition to the information that has been posted in the RFT's (Budget,
TL, mission, etc) I think that it would be a good idea for posters to
indicate if the they use the 50*TL Mj limit on lasers in their campaigns.
Makes quite a difference for fighting ships!  Given the venue for the RFT, I
would assume a default of limitted lasers, but I use open lasers in my own
(non-GDW, universe under design) campaign.

True enough, but it's easy to tell :-)  Any ship that has a beam weapon
that is *not* a laser isn't using TL*50.  I can see fleets of ships just
big enough to hold and power a 800ROF non-gravfocused xray laser
that'll critical a tigress (about 100tons, i'd expect, since the grav
focused version is 140tons). 

I guess BL would be a lot more like hide and seek with bazookas since
any halfway decent ship design would do multiple criticals any time it
hit (and none of the BL designs given are even close to halfway decent
FFS designs (assuming no rules modifications)).

Another thing about lasers... we assume that a laser can operate at any
DE below its maximum (useful for burning off surface features without
penetration, or reducing hits below a critical level)---you'd have to
work out the damage of course.

I doubt I'd do a design without TL*50 if it were requested (well, I
might try one ;-) since it's a lot of work for something that I couldn't
use myself.

Some notes from the sourcebook, spoilers minimized:

Simple alien generation rules are sketched out for the Zhodani, Vargr,
Regency Aslan, and Darrians.  Cultural background on them, the Sword
Worlders, and the Islands Cluster are included.  A small enclave of
K'kree lives at the Imperial Reserve on Marastan.

World data is based on the draft HIWG sector data, but has been altered
substantially.  It looks like a lot of thought went into the final UWPs
chosen, rather than just relying on random chance or raw growth rates. 

Check out Askigaak/Star Lane, population 100 billion plus.  It's the
only population-B world kept from the draft UWPs.  The most populous
world in the Regency, and one of the key worlds that the Regency has
invested heavily in, Askigaak has improved to tech-14, starport-B.
I suspect that will be starport-A shortly, but considering that the
world started with a class-E port.... 

The only continuity hiccup I've seen so far are a couple of references
to Regina as the old sector capital.  Spinward Marches Campaign was the
first to identify Mora as sector capital, with the Cx code.  The 1117
UWPs have this correct, but there are a couple of comments in the text
that don't.  Otherwise, an outstanding job has been done keeping 
everything straight. 

A comment to FFS ship designers:  one of the designs in the back is for
a 55 displacement-ton "JBoat" that is jump capable, which validates the
theory that starships can now displace less than 100 tons, as the rules
seem to allow.  (So I guess my 20-ton XBoat design *is* legal now!)  :)

No specific ships in mind, but I'd like to see someone update the old FASA
designs to TNE in a manner that keeps the deckplans accurate.  


On another note: Rafm will not be producing any new 25mm figures for
Traveller.  If you know a manufacturer that does a decent job of science
fiction miniatures could you post me their address (or post it here)?  I've
got the Rafm figures, and have been using some Star Wars and Shadowrun
figures, but I'd like to get a greater selection.  

Also on miniatures: the new ship models (Cuspid gunboat et al) will be
delayed 60 days, according to the chap at Rafm I talked to last week, but
they will be released.

Not an error!  Allow me to pull a little Traveller factoid out of my
wazoo.  The sector capital was moved from Mora to Regina sometime
during the end of the war, maybe the beginning of Hard Times.  I can't
remember the year off the top of my head right now.  This was
documented in one of the "dis Newsbriefs" that ran in the
MegaTraveller's Journal.

Not having a specific RFT yet, I've renewed my efforts to do some old
Zho ships from TNE.  You should be seeing the TL13 Patrol Frigate and
its Fighters (man, it is really hard to make a 6g TL13 fighter come in
at 8 tons---damn, I was using HEPlaR...typing this made me realize
fusion rocket is the answer (with a 1g HEPlaR as well)) at the end of
the week.

Close on its heels will be the 2 different Patrol Corvettes.  All are at
600 tons and are from Expedition to Zhodane (the corvettes are at TL14,
BTW.

I was planning on posting fixes for the Zho ships in print as they are
stupid, really stupid (the strike cruiser is OK, actually).

All will obey the TL*50 laser maximum DE.

Anyone have a clue on the use of psionic scans at long ranges in TNE
htese days?  I was thinking with boosters an adept could have a short
range of around 1 BL hex (30,000km) for life detection.  This would be a
design issue from a crew standpoint.  In addition, I will post these
with a CT crew level.  Engineering, Electronic and Maint. crews will be
multiplied by 0.25.  I'm not gonna add any integration hardware since
the 'puters are really really big already.

PS-has anyone else noticed that the published FFS designs are
inconsistant with the rules anyway regarding crew?  You can't have a
crew of 1 for the Rampart unless you wave your hands and make them go
away.  Why don't they codify this in the crew rules?  I guess the
engineering and maint. crews for the fighters are actually there, but on
the carrier, not the fighter.  But in any GDWs bent rules make my CT
crew levels seem OK---you could always call them the duty crew, and add
more for other shifts (a better way to figure crew, IMO---min. to
operate equipment, then multiply for the number of shifts needed.

I have no problem with this: however, it should be limited to one 
request every week or so.  And someone should be the offical 
"authorizer": while the rest of us can make suggestions, he's the one who 
actually gives out the spec's for the week.

Is there any Naval Review Board (or suchlike) out there?  How about they 
give us a design parameter, we post our designs, and they judge which one 
was best and why?

(True: we don't actually need to judge anyone's work, but I'm interested 
in the opinions of why one ship is better than the rest.)

Of course, we can post suggestions here on TML.  And as always, we can 
just make a non-competition request for our own gaming needs.  However, 
I'd like a regular competition...

MAINTENANCE: The maintenance points shown are triple the FF&S figures: this 
is an experimental craft, the second TL H craft in Regency/Imperial

WEAPONRY: The Missile Turrent is usually kept recessed in the hull, 
outside of sight.  The only visible portion of the lasers are their Focal

difference is in rated power consumption and tech used to make them,

CREW: Crew members added - although not demanded by the ship design - are 
the Sensor analyst ("Elect") and the Medical officer.

CONTROL: The special workstation is for the Ambassator's personal use.

TROOPS: The four Ship Troopers are under the command of the Captain, and 
are tasked with insuring the security of the ship.  The eight Troopers 
who are passengers are under the authority of the Ambassator: their 
primary concern is the security of the Ambassator and his staff. 

The Ship Troopers are usually Veteran Regency Marines: The Ambassator's 
men are Elite Marines.

Named after Baron Hiroyuki Mizutani of Suszko (61-142 Imperial), the 
chief Imperial negotiator responsible for the Ansurii Accords which 
ended the Vilani Pacification Campagins in Gushemege and Dagudashaag sectors.

The Mizutani-class vessels are part of the legendary "Vincennes Fleet", 
that is, a vessel that embodies the cutting edge of current Denebi 
technology.  Such ships tend to have more teething pains than your 
typical starship, which is based on centuries-old technology.  PC's using 
this vessel can expect more than there share of problems: Vincennes 
hasn't got all the bugs worked out, but the Regency Diplomatic Corps 
pushed for immediate (if very limited) production.

The interior of the ship (outside of the bridge) is decorated in the rich, 
pre-spaceflight (TL 1) Vilani Gunsemakuuni style from -11,300, panelled 
with real rekha wood and accented with genuine lenpikurbi stone furniture.  
This beautiful, but low-tech style is designed to put technophobic local 
governments at ease.  Music and service would be provided by the 
stewards, rather than automations.

I ran across a few minor problems while designing my TL 17 Diplo craft.
    1) The Jump drive used hydrogen for power, as well as coolant and mass.
       How much less fuel would a TL 17 jump drive consume, since it 
       wouldn't need hydrogen for fuel, and instead would use antimatter?
 
       [In my design, I just used a TL 16 jump drive]
    
    2) What are the stat's for TL 17 sandcasters? I basically 
       extrapolated some figures, but still...

Unrelated to my Diplomatic Cutter is a desire for disintergrators.  As I 
previously suggested, wouldn't it be nice for GDW to print an article 
regarding high-TL designing in Challange?

Now, if you look carefully at the first quite, you'd find a major, major 
bit of information missing - any mention of Virus.  And if you look at 
the second quote, you'd find what almost everyone expected would 
eventually happen to Charted Space, post-Rebellion.  True, the Imperium 
would still be dead, but it would have been replaced by about a dozen New 
Empires (ie. nations that consider themselves sucessors to the Imperium) 
and New Republics (ie. nations that wish to found a completely new form of 
government) governments.  The political situation would resemble Europe 
after Rome, or maybe South America after the Spanish Empire.

Question: Assuming that Traveller: The New Era was published 1992 (I 
don't have the book with me), had GDW decided to brew up Virus by the 
time Hard Times was published?

Irony: Has the universe continued in it's usual, non-Virus way, the 
quotes above would have been completely accurate.  Moreover, in such a 
fractured environment, rebuilding the Imperium would, indeed, be impossible.

Ooops: I just forgot about our Solomani friends.  Was this the reason why 
GDW created Virus, to prevent the Solomani's from conquering everything?
Hmmm....

Anyways, we now have a very odd situation.  The Imperium is dead - 
almost.  But that _almost_ has a very, very big ace up it's sleeve.
Very intersting times, indeed.

Obviously, I need the Regency Sourcebook.  I'll probably end up getting 
it a month from now, the way things are going. Ughhh.

In the Unconsolidated Areas of the territory claimed by the
Congress, and in Unclaimed Areas outside this territory, Piracy is
becoming a problem.  The current Congress policy of Escorts for
important cargoes has proven successful; however, its success is
only as a deterrent to attacks on shipping, and is not viable from
an economic point of view, as insufficient force exists to
maintain escorts for all shipping.  A recent resolution of the
Congress Assembled mandates active measures to make the spaceways
safe for unescorted ships. The Force Command has requested ships to
act as "poisoned bait" for the pirates.  These ships are the
subject of this Request for Tender.

Ship designs submitted under this tender shall be capable of
simulating the appearance, signatures, and behavior of classes of
ships in commercial service within the Congressional Trade Area.
These include, but are not limited to, former Imperial and Solomani
designs designated as Free Traders, Far Traders, Subsidized
Merchants, Subsidized Liners, and Yachts (the "corresponding
representative types").  However, ships procured under this Tender
are to be capable of sustaining defensive integrity and promoting
successful offensive actions in single combat against _Gazelle_
class vessels, which are the heaviest known to be in use by outlaw
gangs.  It is preferred that pirate vessels be captured intact for
appropriation by the Congress.

The Force Command has indicated extreme reluctance to consider
designs for which production would cost more than 200% of the cost
of the corresponding representative type for the vessel.  When
calculating costs, the discount for standard design production
should not be used for either the Enforcer or its corresponding
representative type.

The proposed Congressional designation of these classes of ships,
for the purposes of this tender, shall be

For example, a tender for an Enforcer that emulates a Free Trader

the appearance, signature, and behavior of the corresponding
representational type, shall be considered with no penalty.  It
